What this is

An evidence-grade facility score (0-100) for plants regulated under OSHA Process Safety Management (PSM) and EPA enforcement programs including the Risk Management Plan rule (RMP, CAA 112(r)), Clean Water Act (CWA), Clean Air Act (CAA), and Resource Conservation and Recovery Act (RCRA).

How scoring works

Score is computed only from documented enforcement: federal penalty totals, violation counts, inspection recency, and OSHA PSM / EPA RMP designation.
If a facility has no public enforcement case on record, no risk score is asserted. We will not name-shame a facility on the strength of a single old citation.
Every score links to one or more public case numbers and ECHO detailed facility report URLs.

We do not consume paywalled feeds (Verisk, IHS, EPA Premium).

Coverage transparency: 640 facilities indexed across CA, LA, NJ, TX. Risk scores currently asserted on 60+ facilities with EPA-cited enforcement (coverage expanding live). Remaining facilities are listed but UNRATED until enrichment reaches them. An UNRATED facility is not a clean facility - it just has no public enforcement case associated yet. Beta. Coverage is being expanded weekly. If a facility you care about is not yet indexed, request it via the API by querying its REGISTRY_ID - the cache will populate on next ingest pass.

Public sample (anti-exploit static demo)

Block below is auto-loaded from /sample-facilities.json — a static JSON array of 3 anonymized rows drawn from the public EPA REGISTRY_ID set. The full 640-facility dataset is paid (POST /api/export, $5 USDC on Base mainnet). Names anonymized to "Facility A/B/C/D"; click an EPA ECHO URL to verify the underlying public record.
